Welcome and apologies - NKCCC 19/20-48
48.1 - Chair welcomed members of the meeting; apologies for absence were received and noted as above
Minutes of the previous meeting - WNKCCC 19/20-49
49.1 - The minutes of the last meeting were approved with one comment: “KJ, his son seen 6 psychiatrists in the last 2 years” not 6 years
49.2 Discussion:
- GC, she has received the response to her complaint which is not satisfactory; she has some additional issues which she will take forward
- DJ and TJ reported that they are planning to meet the manager at Highland House tomorrow, this relates to the action about sharing the meet the manager dates with the group
- The group asked how KMPT Carer Champions are operating in the community; action PET to invite someone from Community Recovery Care Group to this group meeting
- TW shared his frustration that the minutes of this group meeting come late, he feels there are no subject or substance to these minutes
Matter arising and outstandin actions from the last meeting - WNKCCC 19/20-50
50.1 - Outstanding actions from the previous meeting
- 32.1 JL advised that 10 year long term plan hasn’t been shared with the group, Patient Experience shared the impact assessment; ND advised that because of the election the long term plan hasn’t been published yet - ongoing
- 32.2 SL to invite Commissioners to the next meeting to discuss supported housing model; Commissioners will be attending WNKCCC meeting in March:
- TW enquired if the criteria for supporting houses will be discussed during that meeting; SL advised that that Melanie Antony, Senior Commissioning Manager for KCC will be attending Rethink South West Kent meeting to talk specifically about their supported house
- KJ asked if the group can see the supported housing model in advance; SL advised that he can speak about the Accommodation Strategy to his colleagues and it could be presented during the next meeting
- 41.1 JA enquired about the Safe Haven in Medway; ND to investigate and share info with JA; ND advised that there is a meeting where the safe haven will be discussed and he can update JA after that meeting - ongoing
- 43.1 GC had some issues with time frame and responses to her complaint; ND spoke to GC outside of this meeting; it was also addressed with PALS and Complaints Team - completed
- 43.3 ND mentioned carers awareness training for staff; he asked the group if they would be interested in speaking to staff about their experiences; DJ and JC would be happy to get involved; action Patient Experience to share their contact details with CRCG staff
- 43.4 ND mentioned Meet the manager sessions; KL sent dates of Meet the managers meetings in west Kent with the group; the manager at Maidstone Community Mental Health Team is available from 9am - 12pm on the second Wednesday of every month - completed
Executive team member - WNKCCC 19/20-51
51.1 The update was given by Sandra Goatley, Director of Workforce and Communications:
- The Trust is undertaking a culture change programme focusing on staff wellbeing and their perfect day at work; over 50% staff were involved in this initiative and the trust is agreeing its organisational blueprint; staff survey responses have increased; ongoing work on diversity and inclusion
- Vacancy level in the West deceased from 14.44% in 2018 to 11.84% in 2019; turnover level decreased from 14.03% in 2018 to 12.14% in 2019; sickness level decreased from 3.31% in 2018 to 3.05% in 2019
- The Trust looks at their workforce model; it is difficult to recruit nurses and doctors in Kent; a pilot was agreed by the Board to look at the care model and think how certain areas could be staffed (a blank page)
- TW asked how much the agency cost; SG, it costs the Trust £6 million a year; the Trust cooperates with other organisations to have just one nursing contract across Kent with the same rate card
- JL talked about benefits of Peer-supported Open Dialogue; he suggested looking at the mental health “follow ups”
- SD asked about the Integrated Care System; SG we are moving from 8 Commissioning bodies to just one, it will be our Integrated Care System (ICS); there will be 4 Integrated Care Partnerships (North, East, West, Medway and Swale) under the ICS;
- TW asked about the Joint Strategic Needs Assessment and asked how short staffed the Trust is to meet these needs, SG advised that the Trust is adequately staffed to cover any commissioned services that KMPT is providing
- GC talked about specialist psychiatrists for specialist conditions, KMPT doesn’t have that; SG advised that the Trust have specialist psychiatrists across KMPT who are going through the most rigorous interview process; GC would like to set up a meeting with ND to discuss her concerns – ACTION ND
- SG mentioned the Clinical Care Pathway; Jacquie Mowbray-Gould, Chief Operating Officer who will be attending the next meeting can answer any questions about adequate staffing and care plans
KCC update - WNKCCC 19/20-52
52.1 The update was given by Steve Lewis, Service Manager – South Kent Coastal MH Social Care Service:
- KCC has started its own internal Social Care Academy which forms part of the partnership scheme; it is the largest scheme in the country; under their apprenticeships scheme social workers can gain some experience and qualification; their qualification is degree based and is universally recognised; KCC offers three levels of apprenticeship:
- GSCE equivalent when people can gain skills and experience
- A-level equivalent for more superiority positions
- University equivalent for people who have gone to university i.e. third year social work students
- The Think Ahead programme which is a graduate scheme offers graduates and career-changers a new route into mental health social work; graduates who have their first degree in other subject but decided a career in social work could go through this programme; they could be paid and could complete this degree in a year
- KCC is 16 months into their transformation process; their mental health social workers are focusing on work environment, they want to have time to do the job to the best of their ability, provide good assessments, and have contact with clients
- TW asked about the split between Social Care in Mental Health; he asked about the role of care coordinator; SL care coordinator is a function of nurse or occupational therapist, social care have a secure link with KMPT and they work together
- TW, his son has a meeting with psychiatrists; the psychiatrist didn’t know about his son’s medication and didn’t read the record on RiO; ND mentioned that the Trust will doing a targeted work around medication; SG asked TW if this has been raised, confirmation received

53.1 Terms of Reference were agreed by the group

54.1 KJ work with Christ Church University on improving their training for young psychologists; recently they had to critique two documents, one was by Department of Health and Social Care: Carers action plan 2018-2020; Triangle of Care wasn’t mentioned there; ND advised that Triangle of Care is a mental health initiative
54.2 SL mentioned Peer Supported Open Dialogue which KMPT is piloting, the actual model is finished; KMPT was one of the number of NHS trusts which looks at this model; ND added that the research study is still ongoing, because of fidelity of research we need to run it in one place and evaluate that after
54.3 DJ talked about Carers Act 2014 which refers to wellbeing needs and reduced burdens, these burdens are different for different carers; what happens when carers are gone?
54.4 JL mentioned the Trust’s Board meeting on 30 January, people are welcomed to come to the gallery and talk to executives; BR suggested that carers from Rethink South West Kent could attend that meeting
54.5 LC represented KMPT during Triangle of Care event organised by the Royal College of Nursing in London
54.6 JA mentioned a new hub in Medway, she suggested having there 24 hours phone support, people in the community sometimes needs a bit of reassurance; ND mentioned ambition of increasing peer support workforce
54.7 Discussion about Trust Wide Patient and Carer Experience Group; Louis Coelho and Clive Wanstall are carers representatives during that meeting and David Hough is a service user representative;
